MINUTES – TOWN MEETING

At the Annual Town Meeting, held in said Town and County in the State of Illinois at Nunda Township on April 11, 2006 the meeting was called to order by Bridgett Provenzano, Town Clerk. The following official business was transacted:

The Annual Town Meeting of Nunda Township was called to order by Township Clerk Bridgett Provenzano at 7:00 p.m. The Pledge of Allegiance to the Flag was led by Clerk Provenzano.

Motion by Jim Schlader and second by Blake Hobson to waive the reading of the financial report. Copies of the report are available on the bulletin board at the back of the Hall.

All voted “Aye”; there were no “Nay” votes. Motion carried.

Motion by Don Kopsell and second by Nick Provenzano to set the Moderator's salary at $150 for the meeting.

All voted “Aye”; there were no “Nay” votes. Motion carried.

Motion by Mary Donner, second by Jim Schlader to nominate Jim Bishop for Moderator. There were no other nominations. Motion by Mary Donner and second by Wendy Czyzewicz, to close the nominations.

All voted “Aye”; there were no “Nay” votes. Motion carried.

Motion by Blake Hobson and second by Wendy Czyzewicz to cast a unanimous ballot for Jim Bishop for Moderator of the meeting.

All voted “Aye”; there were no “Nay” votes. Motion carried.

Jim Bishop was elected Moderator for the 2005 Town Meeting. The Clerk then administered the oath to Mr. Bishop.

Moderator Bishop requested that his salary go towards Sherwood Park .

The Moderator announced that only qualified legal residents (voters) would be recognized by the chair, and only such subjects can be considered that the Electors are empowered to regulate, direct or authorize by law.

The Moderator introduced the Township Officials who were present at the meeting, including John Heisler, Supervisor; Donald Kopsell, Highway Commissioner; Dennis Jagla, Assessor; Bridgett Provenzano, Town Clerk; and Trustees Mary L. Donner, Tom Palmer, James Schlader and Blake Hobson.

Moderator Bishop asked Supervisor Heisler to make his remarks at this time.

Supervisor Heisler told of the financial conditions of the township, remarking that the township holds about two months worth of operating cash and is not concerned at this point considering revenue growth. He explained that Nunda Township has borrowed 1 million thru debt certificates that will be used for the construction of the Road District Building . He mentioned that questions regarding the building should be directed to Don Kopsell or Rich Rose who has been appointed road district administrator and will be handling the construction project. The levy for the general fund plus general assistance raises approxamitely $900,000 a year. The Road District funds raised by the levy are approximately 2.6 million dollars.

The picnic barn is open for business now. Bathrooms, electricity, and outdoor cooking facilities are included on the site. Anyone wanting to rent the facility should contact the Supervisor's office.

The vegetable garden last year was a big success with a harvest of over 2000 pounds. The F.I.S.H. food pantry will not be accepting fresh vegetables next year, so they will be going to the county nursing home, Valley Hi. He also mentioned that they are looking for volunteers to come over and help weed and harvest. The beds in the center of the garden will be raised to become handicapped accessible for a group from N.I.S.R.A. in wheelchairs that are interested in helping us out.

The Planning commission of Nunda Township has created a vision of Nunda Township as far as open space goes but unfortunately it has been ignored by the County and the municipalities. The commission meets every month the forth Tuesday of every month. Current issues are creating a bike path and looking to expand groundwater studies and examining the county's land use plan for comment.

He spoke on the Open Space plan which was initiated by the township previously, and the fact that another effort would not be able to be placed on the November 2006 ballot because of lack of interest and requested if there was anyone interested in getting it on the ballot again to please contact him at the office. He explained briefly what has been developed on the proposed open space. Over 2,500 homes will be built on sites that were ear marked for open space on the plan. He expressed concern about the water use by these developments.

General Assistance is down as far as people being served. He mentioned that he had sent letters to clergy and other agencies letting them know that this program is available.

John presented a service guide for the township which was made for distribution at the Crystal Lake expo.

He wished to publicly thank Wendy Czyzewicz for her extra efforts during his recent health issues.

Pat Morris reported on the Cemetery Board. She reported that Nunda Township is unique in that we have four cemeteries. She reported that there are plots available for purchase, and that all of our cemeteries are beautiful and well kept.

No one from the planning commission was in attendance.

Moderator Bishop asked for a motion to waive the reading of the minutes from last years meeting.

Motion by Jim Schlader, seconded my Rich Garling.

All voted “Aye”; there were no “Nay” votes. Motion carried.

Motion by Nick Provenzano and second by Wendy Czyzewicz to set the fiscal year for the Township from April 1, 2006 through March 31, 2007.

All voted “Aye”; there were no “Nay” votes. Motion carried.

Motion by Rich Garling and second by Rich Rose to set the fiscal year for the Cemetery Fund from April 1, 2006 through March 31, 2007 .

All voted “Aye”; there were no “Nay” votes. Motion carried.

Motion Don Kopsell and second by Alan Weaver to hold the 2006 Annual Meeting on Tuesday April 10, 2007 at 7:00 p.m.

All voted “Aye”; there were no “Nay” votes. Motion carried.

The following resolutions and items of business were presented by Moderator Bishop for approval:

Motion by Nick Provenzano and second by Wendy Czyzewicz to approve a RESOLUTION requesting the Highway Commissioner be granted authority to purchase and sell SAND/SALT to other units of government in Nunda Township .

All voted “Aye”; there were no “Nay” votes. Motion carried.

Motion by John Heisler and second by Mary Donner to approve granting the Nunda Township Board of Trustees authority to hire a Certified Public Accountant for fiscal year 2006-2007 to audit the Nunda Township Books.

All voted “Aye”; there were no “Nay” votes. Motion carried.

Motion by Tom Palmer and second by Rich Garling to approve a resolution authorizing the sale and disposal of surplus Road District equipment during the 2006-2007 fiscal years.

All voted “Aye”; there were no “Nay” votes. Motion carried.

Kathleen Bergen Schmidt commented on the Imagine McHenry County.com survey, with Nunda Township residents being the top number of respondents. She announced that they will be having a public forum on May 20 th at the Holiday Inn in the morning. You may register online for this event.

There being no other business to be brought before this meeting, a motion was made by Don Kopsell, second by Jim Schlader to adjourn the meeting.

All voted “Aye”; there were no “Nay” votes. Motion carried and the meeting was adjourned at 7:35 p.m.
